Compensation in a challenged economy

I manage the Inventory and Distribution organization at my school system. We are challenged with a 25% reduction in workforce over last 5 years. I have 12% vacancy of positions in addition to the downsizing. Jobs are difficult to fill due to low pay scales and to compound that problem, most job descriptions are inaccurate and do not reflect the expanded duties and skills that the remaining workforce has adapted to maintain services. Can anyone share their organizational charts for warehousing and distribution? Or share the job description for the position that manages your SchoolDude Maintenance Direct work orders? I am implementing Maintenance Direct to schedule and track the work requests that come into warehouse/distribution. Thanks, hope to hear from you.
