The Operations Proficiency Model (OPM) is a performance measurement model specifically developed as a framework and a tool to facilitate the identification of continuous improvement initiatives for leaders responsible for maintaining and operating schools and higher education institutions. To set expectations appropriately, identifying performance characteristics and key performance indicators is quite often the easy part of implementing a performance management program. There are many additional elements that must be anticipated and addressed to ensure your performance management initiatives produce the desired results.
We have defined this effort into three key process areas that include:
- Translating Strategic Enterprise Goals into Departmental and Staff Goals
- Establishing Accountability to Achieve Goals
- Executing to Realize Goals
Each of these three key processes described above are synergistic and integrated and should operate in the following manner. We developed the OPM STAR Implementation Success Methodology as a roadmap for successfully implementing the Operations Proficiency Model (OPM) in your school, district, or campus. The methodology incorporates interlinking process for strategy, accountability, and execution.
