The Operations Proficiency Model (OPM) is a performance measurement model specifically developed as a framework and a tool to facilitate the identification of continuous improvement initiatives for leaders responsible for maintaining and operating schools and higher education institutions. We identified a set of key Leadership Dimensions to support the development of Performance Characteristics and Key Performance Indicators for each operations Discipline. We used the following categories to describe the various capabilities and duties required to maintain and operate schools and campuses.
